Additional "admin"-group

At the moment MEDIAL provides the admin-group “HMLadmin”, and members of this group have several rights “normal” users do not have.

As we do have a big team providing a lot of videos for a lot of different people, this is handeled with a local account being member of HMLadmin, so videos can be uploaded and moved into personal categories.

Problem is, that this automatically gives rights on top this group normally should not have (e.g. performing changes in the MEDIAL system).

Therefor it would be really good to have a group which can access ALL categories (including personal categories), but no access for example to add or change a category.
Best would be to be able to decide explitly on which components a group has access, and not only “all or nothing”.
