Per-upload email notification of success/failure of encoding

Per upload, it would be great to have a tickbox option that enabled the sending of an encoding report to the uploader’s email address - either success or failure. With the ability to customise the text on Failure (so that per institution the instructions could be customised). The database flag for whether this has been ticked or not would be useful to be documented, so if a user says they didn’t get an email we can check whether they ticked it or not.
