User Crash Reporter

Create a system where the browser can detect a server error/recording error and allow for users to create a crash report that contains relevant data needed.

At the moment it is challenging to effectively report one-off crashes as they are difficult to replicate and users do not know to send relevant crash data when currently reporting issues.
